Rivonia, once a quiet area, is experiencing rapid property development. This growth is causing significant challenges for residents, including increased traffic congestion, elevated noise levels, and concerns that the neighbourhood is changing too quickly. Residents are particularly worried about the City of Johannesburg and developers proceeding with projects, such as the JOSHCO development, without adequate community consultation.
Rivonia's Infrastructure: Can It Handle the Strain?
This part of Johannesburg, which historically had an agricultural character, has transformed into an upmarket hub. Its proximity to Sandton City and access to the Gautrain make it an attractive location. However, the influx of new apartments and offices is placing considerable pressure on existing infrastructure. Roads are congested, construction noise is prevalent, and there are concerns that property values could be negatively impacted by the chaos. Essential services such as water pipes, sewage systems, electricity grids, and roads are reportedly deteriorating. This issue extends beyond Rivonia, affecting Gauteng more broadly and potentially deterring investors.
The demand for residential units in Rivonia continues to rise due to its prime location near Sandton CBD, amenities, and easy access to major highways and public transport. The western side of Rivonia, particularly around Rivonia Boulevard, is designated for high-density development, indicating further construction. This necessitates urgent infrastructure upgrades to accommodate the growing population.
The Daily Grind: Load Reduction and Water Woes
Beyond new developments, residents face daily challenges. While Eskom is not currently implementing load shedding, load reduction remains a reality in Gauteng. This means certain areas still experience scheduled power cuts to prevent grid overload. Additionally, Joburg Water has implemented Level 1 water restrictions, prohibiting garden watering between 6 AM and 6 PM in summer and the use of hosepipes for washing cars or paved areas. Water conservation is crucial, especially with the risk of demand exceeding supply before the Lesotho Highlands Project Phase II is completed by 2025.
JOSHCO Project: Community Concerns Mount
The City of Johannesburg initiated its Rivonia Housing Project in April 2021. This substantial social housing plan aims to construct 1077 rental units for individuals earning between R2,500 and R15,000 per month. The project represents an investment exceeding R1 billion, with units planned to include Wi-Fi and solar water heating.
However, the community, represented by the Rivoniawide Residents Association (RWRA), has significant concerns. While not opposing the principle of providing housing, the RWRA advocates for proper planning and consultation. The association is particularly worried that the JOSHCO development will overwhelm the already struggling infrastructure, potentially leading to more water pipe bursts, sewage problems, power outages, and increased traffic congestion. These issues could negatively affect property values and residents' quality of life.
A spokesperson for the RWRA, who requested anonymity due to ongoing discussions, stated: "We understand the importance of inclusionary housing, but this JOSHCO project is substantial. Without proper infrastructure upgrades and genuine engagement with the community, it will severely strain our already weak services. We support progress, but it must be smart progress that benefits everyone long-term." The concerns extend beyond the buildings themselves to the overall living environment.
Lack of Consultation Erodes Trust
Many residents express frustration over feeling excluded from the decision-making process. Some learned about major developments, such as one near the Rivonia Village Shopping Centre, through news reports rather than direct communication from the City. The Rivonia Residents and Ratepayers Association (RRRA) contends that the site selection process was flawed. This perceived lack of transparency fosters distrust in the process and leaves residents feeling disregarded. Effective community engagement is essential for fostering a collaborative approach to Rivonia's development.
